Building socialism is a messy business. Whether a socialist party comes to power through a revolution or the ballot box, once in power local and regional organizations have to be built. Even with the radical Chavez, local communes still had to be built. Today there are 3,000 communes. Just recently, 48 communes sent 450 delegates federated into communal union with general assemblies as the basic unit.
