Top-Down vs Bottom-Up Union Organizing

What do  members do when the boss announces a new arbitrary work schedule? One way is for the membership to tell the leadership and have them talk to the boss.

But the author of this article claims that a bottom-up strategy works better. Most of the article contrasts the likely steps a top-down approach leads to as contrasted to a bottom up approach. As it turns out, a bottom up approach is more long-lasting, deeper and mobilizes more resources.
