There is no country in the world that takes Marx and Engels’ exhortation to “develop the productive forces” more seriously than China. While the West is mired in military and finance capital that produces no real social wealth, China is expanding the Belt Road Initiative beyond West Asia into the Global South. No wonder leaders of the African continent want in.
