The ruling Western capitalist class has been operating on a binary liberal-fascist axis. The oligarchs will perpetually slide back and forth on this axis as they see fit.
They will often pursue both agendas at the same time, both internationally and domestically. They do not follow each other in time but operate simultaneously within present time. This process began in the 1930s and has continued for almost 100 years.
