Judged by the ludicrously low standards of the World Bank, the answer is…”not quite”.
But China’s definition of extreme poverty is lower than the World Bank. What is far more important is that :
- China is the only country in the global south that is making progress;
- this progress must be linked to its socialist policies;
- the core capitalist countries have not improved the lives of the lowest classes, calling into question the theories of “progress”.
