The phrase “free” trade” is a loaded virtue word designed to trick colonized countries in the capitalist periphery and semi-periphery into accepting unequal trade relations.
Capitalist core countries typically do not want their colonies or former colonies to implement protectionist tariffs because they don’t want the competition that will come if those countries build up their home industries. Algeria vs the EU is a case in point.
