What financial center of the world is so powerful it is not under the jurisdiction of a national government? It is not taxed. It has a separate voting system and has been the financial center of the world for the last 400 years. Even 25 years ago almost ninety percent of international loans went through it. The city of London makes Wall Street look like street peddlers.
