Through their usual patient work over many years the Chinese have been granted “observer” status in the Bolivia, Colombia, Ecuador, and Peru regions of South America.
This means they have influence in shaping agenda, norms and developmental priorities. There is an agreement by the Chinese to import more goods to the region and invest more in the way of science and technology. Unlike the imperial policies of Mordor, these inroads are far more likely to build trust in South America.
