In truth, its rulers have no cards. Europe offers Mordor nothing. For the Russians, Europeans are potential consumers of natural gas. The split between Yankeedom and the EU will happen without Russia doing anything. It can sell cheap natural gas which would infuriate Mordor rulers but there is nothing illegal about it.
