This is a very interesting article which argues that the state has a recipe for testing how far out it can go politically.
First it creates a climate of fear and then it seizes on an existing problem and blows it up to a crisis justifying political repression. The authors go so far as to say it doesn’t matter whether the crisis is real or manufactured.
