There are at least two important exceptions in the requirement for financial institutions to report their activity. The National Security of Waivers of the Security and Exchange Commission allows some businesses to be exempt from reporting. At the same time, the Federal Accountability Standard Advisory Board gives high level national security clearance to modify government financial statements. Then, given the predatory nature of finance capital, those two organizations have made it easier to pull the wool over the eyes of even progressive financial analysts.
