The communal councils of Venezuela are the direct democracy local groups whose organizations are based on general assemblies. These assemblies have mandated, rotating and immediately recallable delegates. The communes specialize in housing, health, water and food.
These communes were supported by Cesar Chavez who said they should be the ultimate form of a socialist government. This article is about the similarities and differences between the communes organized after Chavez came to power and older traditional communes which existed before the socialist revolution in Venezuela.
