Media propaganda used to support those rulers in power is as old as state civilizations. The best propaganda, as Ellul pointed out over 60 years ago, is one that is rooted in fact. What good propaganda is is in the interpretation of facts. Black propaganda is the weakest form of propaganda because it is the manufacture of lies. It is weak because it is not rooted in facts that the public believes are true. The major news outlets – the New York Times, CNN, the Washington Post – are churning out black propaganda about Ukraine, Russia and China as fewer and fewer in the working class are listening.
