This article is a good report on the recent debates within the African Union about its future direction. The author points out the limitations of its candidates’ calls for reform. The AU does not have the structural means to combat neoliberal economics.
In addition, as long they remain dependent on external donations Africa will never be an independent continent. What is missing from the article is to situate Africa within a geopolitical battle between a rising Russia and Chinese multipolarism and a declining US neocolonialism. All foreign aid is not equal. What Russia and China are doing in building infrastructures and harnessing energy in Africa can hardly be called neocolonialism.
