The purpose of propaganda is to either stir things up when there is little to be concerned about or to cool political events out when they should be disturbing. The role of bureaucratic propaganda is the latter.
On one hand $35 trillion in Mordor debt seems out-of-this-world for most people, yet most of them shrug in indifference. In part that is because there is no attempt by the bureaucrats to describe how bad this is on an individual scale. This failure to politically communicate allows the military rulers to spend what they want on wars, no matter how badly they are losing.
