If you were unlucky enough to have had to take a political science class in college in the US you would think that Congress and the president determine the foreign policy of trade, war and peace. This article points out that think tanks are the real centers of power.
Think tank members sit on the boards of directors and boards of trustees influencing decisions. They write policy papers that are then transformed into bills which are overseen by lawyers. These bills are passed on to lobbyists and Congress members who receive perks for signing the bills without even reading them. Our image is not current but is close enough to grasp the bowels of power. William Domhoff, a political sociologist, has exposed the architectures of power in his book The Powers That Be.
