The Chinese Belt Road Initiative is not just about building physical infrastructures like trains and roads.
In the case of Argentina, it is also about digital trade. From this article in Global Times:
“Argentina’s strength in services trade stems from a state policy initiated in 2004 with focus on the software and knowledge-based economy. This policy has led to growth in sectors such as audiovisual, biotechnology, nanotechnology, aerospace and satellite, Industry 4.0 solutions, nuclear technology, and research & development.” These will be used for both energy and medical purposes.
