Hugo Chavez changed this by winning elections while implementing the communal councils. While Nicolás Maduro continued to rely on elections, he cut social programs and paid far less attention to the communal councils. The author suggests that the goal of socialism must be to upgrade the standard of living while re-emphasizing the prominence of the communal councils.
